Yet, 35 years later, the message of the legendary Justiceville, the prophetic omen, is more poignant now in 2019 than it was then, as after over three decades of raising and spending billions of private and especially public money into traditional, HIC programs, even those that were/are innovative, such as the ground-breaking, landmark, trend setting Dome Village of 1993-2007 (13 years), homelessness numbers are significantly increased and more complex.
